Carlos Alvarez's film "What is democracy" was made in Columbia in 1971 and produced by the Liberation Cinema Group. It is a fine example of the work done by the group, who presents the political developments in the country in a factual, humorous manner free from melodramatic overtones. The film looks into Columbia's "apparently" democratic regime during 1938-1978, making a parody in the form of animated cartoons at the beginning of the film of America's role as arbitrator. A prominent feature of the electoral confrontations during that time was the considerable abstention and the continual interchange of political leaders, who the public eyed with suspicion.
